Private giants & exposure vehicles
Westinghouse, X-energy, TerraPower, Kairos, Urenco — the nuclear cap tables without tickers, and the listed paths into them.
The nuclear buildout has a cap-table problem: the companies that own the reactor technology, the fuel, and the enrichment are disproportionately private or foreign-owned, and the listed paths into them are indirect, partial, or freshly minted. This chokepoint maps who actually owns the physical IP and the few US tickers that touch it.
Who owns it
Arguably the single most important private asset in Western nuclear is Westinghouse Electric Company — the AP1000 reactor design, the global services fleet, and the standard plant now being positioned for fleet-scale US deployment. It is not listed. It is owned 49% by Cameco (NYSE: CCJ) and 51% by Brookfield Renewable (NYSE: BEP) and its institutional partners, a structure that has held since the November 2023 close. CCJ is the cleaner pure-play: its Q1 2026 share of Westinghouse adjusted EBITDA was $122M, up from $92M a year earlier. On the fuel side, enrichment is dominated by private Urenco — owned one-third each by the UK government, the Dutch government, and German utilities E.ON and RWE — with no clean US listing. The listed analog is Centrus Energy (NYSE: LEU), the only US-headquartered enricher, which won a $900M DOE task order in January 2026 to expand HALEU production at Piketon, Ohio.
What breaks it
The central fact that breaks the old "private giants" framing: X-energy is no longer private. Amazon's anchor of its $700M Series C-1 in February 2025 culminated in an IPO on April 24, 2026 (NASDAQ: XE) raising $1.02B at $23/share, with shares surging ~27%; Amazon remains the largest shareholder at roughly 23.4% post-IPO. So the "AMZN = X-energy proxy" lead is stale — XE is now a direct listing. The other giants stay private and resist clean exposure: TerraPower closed a $650M round in June 2025 led by NVIDIA's NVentures, with Bill Gates and HD Hyundai, but NVDA's stake is immaterial to a multitrillion-dollar company. Kairos Power is funded by a $303M DOE cash share and sells power to Google under a 500 MW master agreement — but that is an offtake PPA, not equity, so GOOGL is a customer, not an owner.
What forces the reprice
The October 2025 US government / Brookfield / Cameco partnership is the structural catalyst: at least $80B of new AP1000 reactors, with the government taking 20% of Westinghouse distributions above $17.5B and a warrant that converts at a Westinghouse IPO if valuation tops $30B by January 2029. A Westinghouse IPO would be the marquee reprice event for CCJ and BEP — it crystallizes a mark on the most valuable private asset in the sector. Watch the AP1000 DCD Revision 20 making Vogtle-4 the US reference plant and X-energy's Xe-100 construction permit on an 18-month NRC clock.
Be honest about size and earliness
Real revenue is thin and concentrated. CCJ is a genuine cash business, but Westinghouse is an equity-method line item, not consolidated revenue. LEU is real and growing — $76.7M revenue in Q1 2026 — but most of its ~$2.4B LEU commitments are contingent on financing the new capacity. XE reported only $43M of revenue and grant income in Q1 2026 and is a pre-deployment developer whose Xe-100 has zero operating reactors. The pure SMR developers are starker: Oklo reported no revenue in Q1 2026 and NuScale's real reactor revenue likely waits until the early 2030s — these are call options on a license, not earnings stories. Tier this chokepoint by who owns hard assets (CCJ, BEP) versus who owns a narrative and a docket number (XE, and the private developers behind exposure-vehicle marks). This is structure and catalyst mapping, not investment advice.
Who owns the choke
Brookfield Renewable Partners L.P.
Through Brookfield Renewable and its institutional partners, BEP holds a ~17% direct economic interest in Westinghouse as part of the Brookfield-led consortium that owns 51% (Cameco holds the other 49%); the October 2025 US government AP1000 partnership was struck at the Brookfield Asset Management (BAM) level. The corporate-structured twin trades as BEPC.
- Bull
- BEP's ~17% direct economic interest in Westinghouse offers listed exposure to the AP1000 fleet, with a Westinghouse IPO above $30B by 2029 the marquee reprice catalyst.
- Bear
- The Westinghouse stake is an equity-method sliver inside a large renewable-power partnership, and crystallizing its value depends on an IPO that may never happen.
Cameco Corporation
The West's most diversified nuclear fuel-cycle name: tier-one uranium mines (McArthur River/Key Lake, Cigar Lake), Port Hope UF6 conversion, 49% of Global Laser Enrichment (option to 75%), and 49% of Westinghouse (fuel fabrication + AP1000). 2026 own-share uranium guidance ~19.5–21.5M lb U3O8 on an investment-grade balance sheet.
- Bull
- The West's most diversified fuel-cycle name owns tier-one mines, Port Hope conversion, 49% of laser enrichment and 49% of Westinghouse, capturing the chokepoint at every link.
- Bear
- Enrichment and Westinghouse stakes are minority equity-method positions, so much of the fuel-cycle optionality is diluted against the core uranium-mining earnings.
Kairos Power LLC
Developer of fluoride-salt-cooled high-temperature reactors; began nuclear construction on the Hermes demonstration reactor in May 2025 and holds NRC construction permits for Hermes 2. Backed by a $303M DOE cash share, with a 500 MW master plant development agreement to sell power to Google and a TVA offtake PPA for Hermes 2 — an offtake relationship, not a Google equity stake.
- Bull
- Kairos is building its Hermes demonstration reactor with $303M DOE backing, a 500 MW Google master agreement and a TVA offtake, leading the fluoride-salt advanced-reactor path.
- Bear
- Kairos is private with no listed exposure vehicle, and Google is an offtake customer not an equity owner, so public investors cannot access its progress.
Centrus Energy Corp.
Operates the only NRC-licensed US HALEU cascade (16 centrifuges enriching to 19.75% at Piketon, Ohio), with cumulative HALEU output now above 1.6 metric tons. Reported Q1 2026 revenue of $76.7M and a $3.9B backlog extending to 2040; the DOE's January 2026 enrichment package included a Centrus task order of $900M (up to $1.07B with options) to expand Piketon, with first new capacity targeted for 2029. Uplisted from NYSE American to NYSE on Dec 4, 2025.
- Bull
- Centrus runs the only NRC-licensed US HALEU cascade, has a $3.9B backlog to 2040, and won a $900M DOE Piketon expansion, the sole enricher where the chokepoint touches earnings.
- Bear
- Most backlog is the legacy LEU trading book where Q1 SWU volume fell 47%, and domestic enrichment economics are a DOE-funded 2029+ story.
TerraPower LLC
Bill Gates-founded developer of the 345 MW Natrium sodium-cooled fast reactor; received the first-ever NRC construction permit for a commercial non-light-water reactor and began Kemmerer, Wyoming construction in April 2026. Closed a $650M round in June 2025 led by NVIDIA's NVentures, with Gates and HD Hyundai; SK Inc. is a major prior investor and Korea Hydro & Nuclear Power took a stake in January 2026.
- Bull
- TerraPower's 345 MW Natrium won the first NRC permit for a commercial non-light-water reactor and began Kemmerer construction, backed by NVIDIA, Gates, HD Hyundai, SK and KHNP.
- Bear
- TerraPower is private with no listed exposure vehicle, and NVIDIA's stake is immaterial to its own valuation, so public investors cannot directly access it.
Urenco Group
One of the world's largest commercial uranium enrichers; owned one-third each by the UK government, the Dutch government, and German utilities E.ON and RWE (via Uranit). Awarded GBP196M (~$245M) by the UK government to build a HALEU enrichment facility at Capenhurst producing up to 10 tonnes/year by 2031 — ending Russia's monopoly on commercial HALEU in Europe.
- Bull
- Urenco is among the world's largest enrichers and won £196M to build a Capenhurst HALEU plant producing up to 10 tonnes/year by 2031, ending Russia's European HALEU monopoly.
- Bear
- Urenco is privately held by three governments and German utilities with no clean US listing, so public investors have no direct path into the enrichment incumbent.
Westinghouse Electric Company
Owner of the AP1000 reactor design and a global nuclear services fleet; subject of an October 2025 US government partnership targeting at least $80B of new US reactors, with a government warrant that converts at a Westinghouse IPO if valuation tops $30B by January 2029. Owned 49% by Cameco and 51% by Brookfield Renewable and partners.
- Bull
- Westinghouse owns the AP1000 design and a global services fleet, with the October 2025 US government partnership targeting at least $80B of new reactors and an IPO conversion path above $30B.
- Bear
- Westinghouse is private; exposure is only via minority stakes in CCJ, BEP and BEPC, and the marquee IPO reprice is contingent on a 2029 valuation threshold.
X-Energy
Its wholly owned TRISO-X subsidiary holds the first commercial NRC Category II fuel-fabrication license (Feb 13, 2026) for the TF3 plant in Oak Ridge, TN (~56% through vertical construction, first operations guided to 1H2028). X-energy priced its Nasdaq IPO at $23 (Apr 23) and began trading April 24, 2026; Q1 2026 brought $39.9M services revenue plus $3.5M grant income, predominantly DOE/ARDP funding. Amazon holds ~23.4% post-IPO.
- Bull
- X-energy's TRISO-X subsidiary holds the first commercial NRC Category II fuel-fabrication license for its Oak Ridge TF3 plant, now a direct Nasdaq listing with Amazon at ~23.4%.
- Bear
- X-energy is a pre-deployment developer with no operating reactors, Q1 revenue dominated by DOE/ARDP grants, and TF3 first operations not guided until 1H2028.
