Fuel fabrication & TRISO
Fabricated assemblies come from a handful of licensed lines; TRISO and metallic SMR fuels need facilities that mostly don't exist yet.
Fabricated fuel is the step where enriched uranium becomes something a reactor can actually burn — pellets, rods and assemblies for the existing fleet, and TRISO pebbles or metallic slugs for the advanced reactors everyone is funding. The physical constraint is brutal: every fuel form is fabricated on a specifically licensed line, and the lines that matter for the new builds mostly do not exist at commercial scale yet.
Who owns it
The legacy fleet is fed by a handful of NRC-licensed plants. Westinghouse's Columbia, South Carolina facility fabricates the fuel behind roughly 10% of US electricity and is the dominant Western PWR fuel maker (Westinghouse); listed exposure runs through Cameco (CCJ, 49%) and Brookfield Renewable (BEP/BEPC, 51%). GE Vernova's Global Nuclear Fuel arm in Wilmington, NC owns the BWR side and in 2024 became the first US commercial plant licensed to fabricate fuel enriched to 8% U-235 (GE Vernova). The advanced-fuel bench is thinner still: BWXT is the sole manufacturer of US naval reactor fuel (via Nuclear Fuel Services, Erwin TN) and runs the most mature TRISO line in the country at Lynchburg, VA; X-energy's TRISO-X subsidiary holds the first-ever commercial NRC Category II license for TRISO fabrication (POWER).
What breaks it
The constraint is qualified, licensed capacity, not chemistry papers. Metallic and TRISO fuels for SMRs need facilities being built right now, and most are years from product. X-energy's TF3 plant in Oak Ridge is roughly 56% through vertical construction with first operations guided to first-half 2028 (X-energy 10-Q). The Natrium metallic HALEU fuel facility — a GNF-A/TerraPower build at Wilmington — depends on Framatome's Richland metallization pilot converting oxide to metal, with TerraPower's Kemmerer reactor not targeting first power until 2030-31 (POWER). The breaking point that already cleared was a demonstration, not a market: on June 4, 2026 Antares' Mark-0 microreactor reached criticality on BWXT-fabricated TRISO compacts and BWXT-processed HALEU feedstock (BWXT). That proves the line works; it does not prove a recurring revenue stream.
What forces the reprice
This chokepoint reprices when fabrication moves from grant-funded demonstration to commissioned commercial capacity. Watch the NRC docket and DOE award tape, not conference slides. The dated milestones are TF3 commissioning toward 2028, the Natrium fuel facility ramp against Kemmerer's construction-completion target of February 2031, and Westinghouse's LEU+ line at Columbia, with construction begun late 2025 and startup guided to 2028 (Westinghouse). Each commissioning de-risks a developer's fuel supply and pulls revenue forward for the fabricator. The naval side is the steady tape: BWXT booked a ~$174M naval fuel order in September 2025 with work already underway (BWXT).
Be honest about size and earliness
Only one name here sells fabricated fuel at scale today. BWXT is tracking past $3.75B in 2026 revenue (FY2026 guidance, raised), but the bulk is naval components and government operations — TRISO is a real, leading capability and a small revenue line, not the engine (BWXT 10-Q). Centrus posted $76.7M of Q1 2026 revenue, but that is overwhelmingly legacy SWU trading; it operates the only NRC-licensed US HALEU cascade yet its cumulative HALEU output, while now above 1.6 metric tons, is still tiny against commercial demand, and the $900M Piketon HALEU task order (DOE Jan 5 / Centrus PR Jan 6, 2026) is subject to negotiation, not banked (Centrus). X-energy reported ~$40M of ARDP-linked services revenue plus $3.5M grant income in Q1 2026 ($43.4M total) — not fuel sales — and only began trading on April 24, 2026 (priced April 23) (X-energy 10-Q). For GE Vernova, fuel fabrication is a rounding error inside a multi-tens-of-billions energy company; the Natrium facility is a call option, not a segment. And Lightbridge is the cleanest pre-revenue tell: its metallic fuel exists as co-extruded coupon samples at INL, no commercial line, no orderbook (Lightbridge). Tier accordingly: own the licensed, cash-generating fabricators as the chokepoint, and treat the SMR-fuel developers as dated license options that reprice on commissioning, not on press releases. None of this is investment advice.
Who owns the choke
BWX Technologies, Inc.
The most diversified US nuclear-components name: sole US naval-reactor fuel supplier (NFS, Erwin TN), TRISO fuel at Lynchburg, and — through its Cambridge, Ontario commercial-nuclear operations — heavy-walled pressure vessels and reactor components (including a GE Hitachi BWRX-300 RPV award). One of six DOE HALEU-deconversion IDIQ awardees. FY2026 guidance raised above $3.75B; backlog ~$8.65B, up 77% YoY.
- Bull
- The most diversified US nuclear-components name spans naval fuel, TRISO, pressure vessels, HALEU deconversion and microreactors, with backlog up 77% to ~$8.65B funding the buildout.
- Bear
- Much of the franchise rides on government and naval programs, leaving commercial-reactor forging and SMR revenue dependent on award timing and customer ramp execution.

Cameco Corporation
The West's most diversified nuclear fuel-cycle name: tier-one uranium mines (McArthur River/Key Lake, Cigar Lake), Port Hope UF6 conversion, 49% of Global Laser Enrichment (option to 75%), and 49% of Westinghouse (fuel fabrication + AP1000). 2026 own-share uranium guidance ~19.5–21.5M lb U3O8 on an investment-grade balance sheet.
- Bull
- The West's most diversified fuel-cycle name owns tier-one mines, Port Hope conversion, 49% of laser enrichment and 49% of Westinghouse, capturing the chokepoint at every link.
- Bear
- Enrichment and Westinghouse stakes are minority equity-method positions, so much of the fuel-cycle optionality is diluted against the core uranium-mining earnings.
GE Vernova Inc.
GE Vernova's GE Hitachi unit is the BWRX-300 SMR vendor and, via Global Nuclear Fuel, a fuel-fabrication participant; it is also one of six DOE HALEU-deconversion IDIQ awardees (Oct 2024, $800M ceiling across awardees). Nuclear is small against GEV's Power, Wind and Electrification segments.
- Bull
- GE Vernova's GE Hitachi unit is the BWRX-300 SMR vendor, a Global Nuclear Fuel participant, and a DOE HALEU-deconversion awardee, giving listed exposure across two chokepoints.
- Bear
- Nuclear is small against GEV's much larger Power, Wind and Electrification segments, so the deconversion and fuel exposure barely moves consolidated earnings.
Centrus Energy Corp.
Operates the only NRC-licensed US HALEU cascade (16 centrifuges enriching to 19.75% at Piketon, Ohio), with cumulative HALEU output now above 1.6 metric tons. Reported Q1 2026 revenue of $76.7M and a $3.9B backlog extending to 2040; the DOE's January 2026 enrichment package included a Centrus task order of $900M (up to $1.07B with options) to expand Piketon, with first new capacity targeted for 2029. Uplisted from NYSE American to NYSE on Dec 4, 2025.
- Bull
- Centrus runs the only NRC-licensed US HALEU cascade, has a $3.9B backlog to 2040, and won a $900M DOE Piketon expansion, the sole enricher where the chokepoint touches earnings.
- Bear
- Most backlog is the legacy LEU trading book where Q1 SWU volume fell 47%, and domestic enrichment economics are a DOE-funded 2029+ story.
Lightbridge
Developing a uranium-zirconium metallic SMR fuel; in February 2025 it co-extruded a depleted-uranium/zirconium demonstration coupon at Idaho National Laboratory under its Strategic Partnership Project with Battelle Energy Alliance, and signed an MOU with Oklo to explore co-located fabrication. The fuel remains at coupon/R&D scale, with no commercial fabrication facility or fuel revenue.
- Bull
- Lightbridge's metallic uranium-zirconium SMR fuel reached an INL demonstration coupon under its Battelle partnership, plus an Oklo co-location MOU, a call option across three chokepoints.
- Bear
- The fuel remains at coupon/R&D scale with no commercial facility or fuel revenue, leaving it years and many licensing steps from any income.
Westinghouse Electric Company
Owner of the AP1000 reactor design and a global nuclear services fleet; subject of an October 2025 US government partnership targeting at least $80B of new US reactors, with a government warrant that converts at a Westinghouse IPO if valuation tops $30B by January 2029. Owned 49% by Cameco and 51% by Brookfield Renewable and partners.
- Bull
- Westinghouse owns the AP1000 design and a global services fleet, with the October 2025 US government partnership targeting at least $80B of new reactors and an IPO conversion path above $30B.
- Bear
- Westinghouse is private; exposure is only via minority stakes in CCJ, BEP and BEPC, and the marquee IPO reprice is contingent on a 2029 valuation threshold.
X-Energy
Its wholly owned TRISO-X subsidiary holds the first commercial NRC Category II fuel-fabrication license (Feb 13, 2026) for the TF3 plant in Oak Ridge, TN (~56% through vertical construction, first operations guided to 1H2028). X-energy priced its Nasdaq IPO at $23 (Apr 23) and began trading April 24, 2026; Q1 2026 brought $39.9M services revenue plus $3.5M grant income, predominantly DOE/ARDP funding. Amazon holds ~23.4% post-IPO.
- Bull
- X-energy's TRISO-X subsidiary holds the first commercial NRC Category II fuel-fabrication license for its Oak Ridge TF3 plant, now a direct Nasdaq listing with Amazon at ~23.4%.
- Bear
- X-energy is a pre-deployment developer with no operating reactors, Q1 revenue dominated by DOE/ARDP grants, and TF3 first operations not guided until 1H2028.
