A quiet nuclear session — X-Energy drifted up on the fuel rung while Huntington Ingalls eased on a defense target cut.

It was a muted session for the vertical — the widest move in either direction was barely three percent. X-Energy (XE) led, up 3.1% to $14.38, the fuel-fabrication and SMR-platform name firming ahead of its December 16 NRC 18-month review milestone on the Xe-100 construction permit; there was no fresh company catalyst, more a drift higher across the HALEU and fuel-fabrication rung. Lightbridge (LTBR) added 1.8% to $6.39 alongside it on the same fuel-and-cladding theme.

The laggard was Huntington Ingalls (HII), down 2.1% to $268.54, after Bernstein trimmed its target to $327 from $341 and flagged broad defense weakness — even as Goldman Sachs had just added HII to its US Conviction List (Buy, $439) on Navy-shipbuilding priority. The move maps to the forgings-components chokepoint: the heavy-nuclear-component and large-casting bottleneck shared between naval propulsion and civil reactor builds. BWX Technologies (BWXT) eased 1.4% to $134.86 in sympathy on the same rung.

The rest was mixed and quiet. Uranium-supply firmed modestly — NexGen +1.5% to $9.00, Denison +1.2% to $2.57, Sprott Physical Uranium +1.2% — though Cameco slipped 0.6% to $85.18 and enCore fell 1.9%. Restart-utilities were flat to soft: Constellation -0.6% to $257.49, Talen -0.7% to $320.77, Vistra +0.2% to $140.02, NextEra +0.6%. The SMR platforms gave a little back — Oklo -0.7% to $35.87, NuScale -0.5% to $7.75, NANO Nuclear -0.7% — leaving Mirion +1.7% (instrumentation) and Fluor +1.2% as the brighter spots.

The next hard catalysts sit on the fuel cycle and the deal calendar. The NRC's final Environmental Impact Statement for GLE's Paducah laser-enrichment facility is the next read on the enrichment-HALEU choke; X-Energy's Xe-100 construction-permit review milestone lands December 16; the Westinghouse/US-government definitive agreements expected to replace the binding term sheet are due by year-end; and Bulgaria's Kozloduy AP1000 final investment decision is targeted for the second half of 2026.
