enCore Energy surged 15% after the EPA cleared a permitting challenge to its Dewey Burdock project, as the fuel cycle outran a soft reactor-hardware tape.

enCore Energy (EU) led the vertical, up 15.2% to $1.21, after the EPA denied a review petition against permits for its Dewey Burdock in-situ recovery uranium project, which keeps the project on the federal fast-track permitting program. The regulatory clearance removed a live overhang on a domestic ISR developer and landed inside a broader uranium bid. enCore sits at the front of the fuel-cycle chokepoint the vertical maps — US-based uranium production — so a permitting win reads directly on the supply side the thesis cares about.

Curtiss-Wright (CW) was the laggard, down 3.1% to $550.27, with no clear company catalyst beyond a routine 8-K filing; the move reflected a stretched valuation and a soft day for reactor-hardware and nuclear-services names rather than any operational news. It anchored the weak end of the board while the front of the fuel cycle rallied.

The broader tape split cleanly along the chokepoint. The fuel-cycle and mining rung firmed with enCore: Centrus (LEU) +1.9% to $157.83, Uranium Energy (UEC) +2.5% to $10.33, Cameco (CCJ) +1.5% to $94.59, NexGen (NXE) +1.7%, the Sprott Uranium Miners ETF (URNM) +1.5%, and physical uranium (SRUUF) +0.2%. The small-modular and newbuild names were positive but restrained: NuScale (SMR) +1.1%, NANO Nuclear (NNE) +1.3%, Oklo (OKLO) +0.7%. The reactor-hardware and services rung lagged: BWXT (BWXT) −2.0% to $144.51, Huntington Ingalls (HII) −1.9% to $270.95, alongside Curtiss-Wright. The power rung was flat — Constellation (CEG) +0.5%, Vistra (VST) −0.3%.

The catalysts ahead are regulatory and structural. The NRC's final Environmental Impact Statement for GLE's Paducah laser-enrichment facility is expected, a milestone for domestic enrichment capacity. BWXT reports Q3 on Nov 2 and NANO Nuclear delivers FY2026 results around Nov 15. The Westinghouse/US-government definitive agreements that would replace the binding term sheet are targeted by year-end. Further out, the termination of Russian LEU import waivers in 2028 remains the structural anchor for the domestic enrichment build-out that names like Centrus are positioned against.
