GE Vernova led on an SMR construction-permit filing it supplies into, while the uranium and fuel-cycle complex sold off broadly.

GE Vernova (GEV) led, up 4.8% to $925.09, on a concrete platform datapoint: developer Blue Energy submitted the initial portion of a construction-permit application for a Texas facility pairing natural gas with the site's first small modular reactor. GE Vernova supplies components for both the gas island and, through its nuclear subsidiary, the reactor side — so a permit filing is a direct read-through to its order book. GEV sits at the heavy-components and turbine-island strait of the reactor supply chain, the part of the SMR buildout that is hardest to substitute and slowest to expand, and the market treated a permit milestone as demand it can underwrite.

The laggard was enCore Energy (EU), down 5.4% to $0.88, and it did not fall alone — the entire uranium-and-fuel-cycle complex sold off with no single company catalyst. Japan Steel Works' ADR (JPSWY) fell 4.2% on the large-forgings rung, Centrus (LEU) −2.2% and Lightbridge (LTBR) −2.1% on enrichment and fuel, X-energy (XE) −3.1% on the SMR-platform side, with Denison (DNN) −1.4%, Uranium Energy (UEC) −1.0% and Cameco (CCJ) −0.3% across mining. The pattern is a coordinated pullback in the small-cap fuel-supply names after a strong run, a de-risking of the most speculative rungs of the fuel strait rather than a fundamental break — enCore, a small-cap in-situ-recovery producer, is simply the highest-beta expression of that move.

Away from the fuel-cycle selloff, the reactor and grid rungs held better. Solaris (SOLS) rose 2.3% on the conversion-and-deconversion side, Curtiss-Wright (CW) +1.3% and ATI (ATI) +1.6% on specialty components and metals, and Talen (TLN) +1.9% among the nuclear-heavy utilities on the restarts-and-uprates chokepoint. The division was clean: the physical reactor and grid infrastructure firmed while the front-end fuel-supply names — the part of the chain most exposed to uranium-price sentiment — carried the day's losses.

The catalyst calendar is regulatory into year-end. The NRC's final Environmental Impact Statement for GLE's Paducah Laser Enrichment Facility is a near-term enrichment-strait milestone, and X-energy's Xe-100 construction-permit review hits an 18-month NRC milestone December 16. On the demand side, Bulgaria's Kozloduy Units 7–8 AP1000 final investment decision is expected in the back half of 2026, and the definitive Westinghouse/US-government agreements replacing the binding term sheet remain outstanding — both direct signals for the large-components and fuel-fabrication rungs. BWXT reports Q3 on November 2, the next hard read on the domestic reactor supply base.
